Detroit Free Press – Former Flint Mayor Dayne Walling will tell a congressional committee on Tuesday that the state and the emergency managers it appointed to oversee the financially strapped city bear primary blame for decisions that resulted in a public health crisis with high levels of lead being found in the drinking water.
